most likely the taper is rubbed clean, take the tuner out, use wood glue and scraps of wood, fill it in a bit and shove it back in really hard.

Would it be tapered, per chance. You make it sound like a violin tuning peg, which has to be pushed into it's housing.
The area does have a slight taper to it. |

It's the one that's in the neck. It looks like a hole was drilled and the tuning peg was shoved in. |
