I don't have a Mustang or single coils for that matter. I can't tell you how much noise to expect in the off position. Turning the switch off only eliminates the pickups. It doesn't eliminate noise that gets collected from the switch to the output jack.

If the noise is annoying, it may be normal. But if it's just absolutely blaring, it very well may be an electrical issue. Shield the guitar... it won't diminish the value of the guitar.... it's just tape. If the noise doesn't decrease you may very well have an issue.
