why would someone use a latching switch for tap tempo?

you just need to replace the switch with a momentary one.

How to get this tremolo-like sound

I want to get this tremolo style effect pattern like it is heard on Disintegration at around 3:45, could be some synth or guitar even. I am not looking for the actual sound but a way to achieve a similar pattern. It sounds like tremolo but then the wave is not even, if you get what I mean. Any ideas...
