It went from #100 on the 100 worst bands of the 1990s to #96 jumping only Depesh Mode, Limp Bizkit, and U2.

I think the point is that their heyday was in the previous decade and if someone was describing depeche mode as quintessentially 90s rather than 80s that would be... questionable
