A used Zoom MS-70CDR is a good option. They're only around $120 new. Just be sure to update it to the latest OS which has additional models.

The Flashback II works great for me. Covers all the bases. You might also consider the Zoom MS-70CDR� lots of options and you can have multiple delays. I have both of these and really like them.

I don't know how many here besides me use the MS-70CDR, but they've just released an update with 51 new effects in addition to the 86 already on there.
